The West Virginia Department of Health and Human Resources provides resources for individuals to acquire certified copies of birth records. West Virginia is not an open record state and the only people who may obtain birth records are: the person on the certificate, parents and grandparents, the wife or husband of the person on the certificate, children and grandchildren, brothers or sisters and anyone with a legal interest. Birth certificates are $12 per copy. Death certificates may be obtaine
